Its hard to say goodbye but easy to migrate.
Windows 7 and Server 2008 are stable and feature rich Operating Systems (OS) but there replacements are even better. For the Desktop user, Windows 10 is an equal or better OS that runs faster on most Windows 7 hardware. For the Server admin, Windows Server 2019 has the reliablity and flexible of present Windows server version with Azure Service built in to enable easy clound migration or co-existiance.

This is the date for the end of support for Windows 7 and 2008 ..  Windows 7 and 2008 will not stop working but will be a little bit unsafer to use.

Is Windows 7  and 2008 still safe to use?

Microsoft will stop patches and no additional features will be added. Windows 7/2K8 will be safe but will not be as SAFE TO use a Windows 8 and 10.

Should I migrate to the latest Windows before January 2020

Windows 10 and 2019 will become the primary Windows Paltform and Microsoft will concentrate on 10 and 2019. So migrating will secure you into the future!!
